PCR Asphalt 2026: what the new environmental standard means

Since 1 July 2026, PCR Asphalt 2026 calculates the environmental performance of mixes uniformly — putting the fibre advantage in black and white.

Since 1 July 2026, the new PCR Asphalt 2026 is a reality. This renewed set of calculation rules now determines how the environmental performance of asphalt mixes is calculated in a uniform way — and thereby forms the basis for tenders, LCA calculations and inclusion in the National Environmental Database (NMD). For clients, road builders and asphalt producers who are serious about sustainability, this is a standard worth understanding thoroughly now. For applications with fibre reinforcement, such as AsphaltX, the update is especially relevant.

Why has the PCR Asphalt been renewed?

The Product Category Rules (PCR) translate the generic calculation rules from the national Assessment Method for Environmental Performance of Buildings and Civil Engineering Works into the specific situation of asphalt. They create a level playing field between contractors and clients, and provide clarity on how the environmental profile of an asphalt mix must be established.

The update to the 2026 version was needed for three reasons:

• alignment with the renewed Assessment Method 2.0 and its associated weighting set;

• incorporation of recent insights from the sector and standards development;

• more clarity for contracting authorities and market parties.

PCR Asphalt 2026 was drawn up by the Technical Content Committee of the Bituminous Works Section (part of Bouwend Nederland, the Dutch construction industry association), in collaboration with clients, producers and LCA experts. The standard formally comes into force on 1 January 2027, giving the sector six months to prepare.

What changes in concrete terms?

A number of changes are directly relevant to anyone working with asphalt mixes and environmental performance:

• Revised EA model: a simpler and more consistent way of accounting for energy consumption, with explicit scope for Warm Mix Asphalt (WMA).

• Updated Module D: an improved approach to the reuse potential of asphalt at end of life.

• Simplified construction phase: simpler calculation of low-emission equipment during execution.

• Decoupled industry reference mixes: these will now be published separately rather than within the PCR itself.

• New mix categories, including SMA with 30% recycled content (PR), and uniform treatment of warm mix and hot mix asphalt.

• Expanded NMD verification protocol, specifically aimed at assessing LCAs drawn up under this PCR.

Together these changes provide more transparency and better comparability of environmental performance between different asphalt mixes — something municipalities and provinces badly need, since they are responsible for the largest part of the Dutch asphalt road network but usually lack the in-house expertise to assess environmental performance themselves.

What does this mean for fibre-reinforced asphalt?

The revision of the PCR directly affects the business case for fibre reinforcement. Two elements matter most here:

• Lower production temperature now counts more clearly. With the revised EA model, energy consumption is accounted for more consistently, with explicit scope for Warm Mix Asphalt. Fibre-reinforced mixes with a penetration bitumen (instead of polymer modified bitumen, PMB) can generally be produced at a lower temperature — in practical tests on the A73, for example, around 20°C lower than the PMB reference mix. A more precise EA model means this advantage becomes more visible in the final environmental performance score (MKI).

• Replacing PMB with fibres is better substantiated. Traditionally, asphalt is reinforced with polymer modified bitumen or with reinforcement mesh. Both options have a drawback: PMB is harder to recycle, and reinforcement mesh requires an extra work step. Aramid fibres offer an alternative that places less burden on the environment, requires no extra work step, and makes the asphalt stronger at the same time. With a uniform, updated calculation method, clients can now compare this difference objectively in tenders.

What does this mean for clients and road builders?

With PCR Asphalt 2026 as a single clear basis, it becomes easier for municipalities and provinces to apply sustainability as an award criterion equal to price. For road builders and asphalt plants, it means that investments in fibre reinforcement and lower production temperatures translate into a demonstrably better environmental score — with a direct link to the National Environmental Database.

In concrete terms, we recommend:

• Calculate in good time what the new Module D and the EA model mean for your current mix portfolio, especially if you already work with fibre-reinforced mixes.

• Ask for comparison based on the new PCR in tenders where environmental performance is a factor.

• Document production temperatures and reuse percentages now, so the transition to the new calculation rules goes smoothly later on.

In conclusion

PCR Asphalt 2026 is more than a technical update. It is a step towards a sector in which environmental performance is made just as rigorous and comparable as strength or service life. For fibre-reinforced solutions such as AsphaltX — which have long focused on lower production temperatures, less PMB use and a longer service life — this offers an opportunity to demonstrate those advantages in black and white in every tender to come.
